GoogleNet?

Here is an article in Business 2.0 about Google and their recent purchase of a lot of "dark" (a.k.a. unused) fiber optic cable across the country. The writer goes onto speculate that Google maybe trying to setup their own ISP and give out free WiFi to everyone. The author, Om Malik, writes that Google can make a lot of money advertising based on the location of the WiFi user. But, I have to really question that speculation. Will Google use a captive portal that will show an ad before letting a user log into the network? I am wondering how much revenue something like this could generate and if it is enough to support such a massive network. I have my doubts.
